Deputy to be honored for Orange County DUI Arrests

LAKE FOREST – A deputy known for exceeding department expectations will be honored as deputy of the year tonight by the City Council.

Hennessey, a 10-year Orange County Sheriff’s Department veteran, in 2008 was honored by Mothers Against Drunk Driving for having the highest number of arrests among cities that contract with Sheriff’s Department in the county. Since coming to Lake Forest in 2007, Hennessey has been honored for his record arrests three years in a row. In 2008, more than 2,500 drivers were arrested on suspicion of drunken driving countywide.

Hennessey is also part of a special enforcement team identifying and catching suspected vandals in an anti-tagging program. In 1½ years, he and his partners have cleared more than 100 cases and made more than 40 arrests.

“He is very involved and dedicated to the community,” said Lt. Doug Doyle, chief of police services for the city. “He produced an incredible body of work this year and he consistently far exceeds expectations in every area of his responsibilities.”

The Orange County Register today had a story about Deputy Dallas Hennessey, who has been named as Lake Forest Deputy of the Year.  Hennessey, a 10-year Orange County Sheriff’s Department veteran, in 2008 was honored by Mothers Against Drunk Driving for having the highest number of arrests among sheriff contract cities in the county. Since coming to Lake Forest in 2007, Hennessey has consistently been honored for his record arrests three years in a row. In 2008, more than 2,500 drivers were arrested for drunken driving countywide.

Hennessey — a drug recognition expert — has catching drunken drivers down to an art. In 2007, he arrested 111, becoming the department’s only deputy who has generated more than 100 arrests in one year.

Police services in Lake Forest have taken advantage of the deputy’s keen eye to continue an effort to take drunken drivers off the streets. In 2007, Lake Forest led cities that contract with the Sheriff’s Department in the number in DUI arrests, with 266. Stanton followed as a distant second with 188, and Dana Point reported 182.

Among Hennessey’s other accomplishments is his work as part of a special enforcement team. In this role, Hennessey, is part of an anti-tagging program. In 1½ years he and his partners have cleared out more than 100 cases and made more than 40 arrests. He is also active in community education and is a master instructor in the use of Taser and has testified as an expert in court.

Orange County Sheriff’s Department Plans Sobriety Checkpoints and DUI Saturation Patrols.

The Orange County Sheriff’s Department and their contract city partners will be combining resources and sending out a unified message this Memorial Day weekend to holiday travelers, college graduates and communities enjoying local festivities that drunk driving won’t be tolerated. If you drive drunk, we will be looking for you. If you’re over the limit, you will be arrested.

In addition to a DUI checkpoint in Costa Mesa for Friday, May 22nd, the “Avoid The 10″ DUI Task Force will be staffing a DUI checkpoint in Lake Forest this weekend and deploying additional local DUI Saturation Patrols county-wide targeting those who still don’t heed the message to designate a sober driver before the celebrations begin. Funding for the Avoid Campaign is through a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration.

From 2006 to 2007, California witnessed a big decline in the number of people killed in alcohol involved deaths from 1597 to 1489 dead. Last Month, the National Highway Traffic Safety Administration (NHTSA) reported a significant decline in traffic deaths in California; traffic safety experts are hopeful to report a decline in alcohol impaired deaths for 2008 within several month (NTHSA Statistical data won’t be available for several months) “Police, Sheriff and CHP Officers are doing more with less to remove drunk drivers from California’s streets and highways,” said Chris Murphy, Director of the California Office of Traffic Safety. “Law enforcement everywhere is asking for the community’s help; if you see a Drunk Driver – Call 9-1-1.”

The enforcement campaign begins Friday night with a DUI/Drivers License Checkpoint in the City of Lake Forest. Local DUI Saturation Patrols will be out on Saturday night and Sunday night in the Cities of Mission Viejo, Rancho Santa Margarita, Lake Forest, Laguna Hills, Laguna Woods, Aliso Viejo, Laguna Niguel, Dana Point, San Juan Capistrano & San Clemente.

Additional DUI crackdowns are planned for the Independence Day weekend and during the National Summer DUI Mobilization effort Mid-August through Labor Day weekend.

The Orange County Register reports the following:

LAKE FOREST Deputies will be keeping an extra eye on intoxicated drivers tonight during DUI roving patrols that will be searching for the drunk drivers in three south county cities.

The Orange County Sheriff’s Department will be conducting the roving patrols in the cities of Lake Forest, Mission Viejo and Rancho Santa Margarita tonight, officials said.

Unlike DUI checkpoints, where law enforcement targets particular street or intersection, roving patrols check for drunk drivers throughout city streets. One or more deputies are assigned the task of searching for the intoxicated drivers throughout the night.

Between January and August, deputies have cited 98 drivers for driving under the influence in Mission Viejo, according to department statistics. In Lake Forest, 108 drivers have been cited in the same period. Forty drivers have been cited in Rancho Santa Margarita.

The cost for operating such a patrol is being paid for by a grant from the California Office of Traffic Safety.

As I have mentioned in the past, roving patrols actually are a more efficient way of searching for suspected drunk drivers.  However, politics prevents checkpoints from going away, even though they are expensive, intrusive, and don’t work.
