Garden Grove DUI Checkpoint after report

Thursday, December 17th, 2009

Our law firm of Orange County DUI Attorneys received notification via press release that the Garden Grove Police Department conducted a DUI/Drivers License Checkpoint on November 21, 2009, as part of The City of Garden Grove’s commitment to public safety. This checkpoint was one of many that have been or will be conducted throughout the year in the City of Garden Grove. The location of Saturday’s checkpoint was on 13752 Harbor Blvd. The goal of the DUI Checkpoint was removing impaired drivers and to bring awareness to the public of the dangers of driving under the influence of drugs and alcohol.

During the checkpoint one of the vehicles being screened was sent into the secondary screening location, due to the driver not having a driver’s license in his possession. When officers contacted him, a want/warrant check was completed, revealing that his driver’s license was suspended. It was also discovered that he was an outstanding parolee who was being sought by his parole officer. He was taken into custody without an incident.

601 Vehicles Screened
6 DUI Suspects Arrested
1 Illegal Drug Suspects Arrested
46 Citations issued
6 Vehicles Impounded for 30 day
42 Unlicensed and Suspended Drivers Sent to Court
2 Arrested on other Criminal Charges

The checkpoint was funded by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration.

Garden Grove DUI Checkpoint after report

Thursday, December 17th, 2009

Note: The following DUI checkpoint press release was sent to our law firm, (we’re known for being the best Orange County DUI Lawyers around), and we present it for your information, and your help in planning your holiday weekend and driving plans. If you have questions about this out of town DUI checkpoint, contact us anytime at (714) 568-1560.

If you plan to make merry this holiday season by hoisting a few, be forewarned: Fullerton police are out there looking for you.

Fullerton police will conduct a sobriety checkpoint Saturday, Dec., 19, to watch for intoxicated drivers. The checkpoint which will be held from 8 p.m.-2 a.m. The location is not being announced, but will be on a major thoroughfare. (Typically near Commonwealth and Harbor in the Downtown Fullerton area in the city, based upon past DUI checkpoints).

Motorists passing through the Fullerton checkpoint will also receive safe driving literature donated by Mothers Against Drunk Drivers (MADD), as part of the political connection between DUI law enforcement and MADD.

The Fullerton checkpoint will be the first of 300 DUI checkpoints planned by law enforcement agencies throughout the state as part of an 18-day “Holiday DUI Crackdown Campaign” funded by a grant from the California Office of Traffic Safety through the National Highway Traffic Safety Administration.

Fullerton’s officers “will be adopting a zero tolerance approach to DUI cases,” said Sgt. Tak Kim, who is coordinating the event for the Police Department. “If you’re over the legal limit, you’re going to jail.”

Kim said the intent of the program “is not to spoil the holidays for anyone. Rather, our single goal is to try to make sure everyone has a great holiday by keeping intoxicated motorists off the streets where they can’t hurt themselves or innocent bystanders.”

The statewide Holiday DUI Crackdown Campaign will run Dec. 19 through Jan. 3, as I have reported in another posting. DUIs have dropped in the past few years, which is urging law enforcement to show that they are needed to keep streets safe (and keep their jobs).

Further information about the DUI enforcement program may be obtained by calling the Traffic Bureau of the Fullerton Police Department at (714) 738-5313.

WASHINGTON, DC — Today, the Governors Highway Safety Association (GHSA) joined the U.S. Department of Transportation, the Office of National Drug Control Policy and law enforcement to launch an extensive national drunk driving crackdown to be held December 16 – January 3.

GHSA Executive Board Member John Saunders reported,

“From Coast to Coast, highway safety agencies will be conducting a period of increased law enforcement presence on the roadways to prevent the needless tragedies associated with drunk driving. The federal and state governments are also purchasing paid advertising to deter drunk drivers and remind the public about the enhanced enforcement presence on the roadways.”

Saunders noted that numerous states are utilizing various new media approaches such as Twitter to share the safe driving message.

California — California has planned an extensive enforcement and public awareness effort. On the enforcement side, the state is kicking off its “The Year of the Checkpoint,” with over 300 checkpoints involving over 200 police departments, multi-agency task forces and the California Highway Patrol during the three week holiday mobilization alone.

Saturation patrols and other special operations are also taking place throughout the state.

On the public awareness side, the state is coordinating a campaign that includes: dozens of billboards in major markets; radio and TV public service announcements; gas pump toppers; taxi toppers; mall and airport kiosks; and partnerships with over 1,500 7-Eleven stores, independent mini-markets, and a 150 store supermarket chain providing employee messaging buttons, cooler clings, ice freezer wraps, floor graphics and check-out tip sheets.

The campaign includes highly visible saturation patrols conducted by more than 140 law enforcement agencies; as well as a $400,000 media promotion. Paid media features TV and radio buys, illuminated posters, billboards, gas pump toppers, and advertising on dartboards in bars, as well as online gaming ads on XBox 360 Live.

Earned media campaigns alerting drivers to the increased DUI enforcement are conducted at the county level by the Target Zero Traffic Safety Task Forces.

What: Sobriety & Drivers License Checkpoint

When: Saturday, December 19, 2009 6:00 PM – 1:00 AM

Where: Vineland Boulevard near Vanowen Street in North Hollywood

Who: Emergency Operations Division and Valley Traffic Division

Why: The purpose of the sobriety checkpoint is to reduce the number of traffic collisions involving intoxicated drivers and hit and run collisions. As of November 14, 2009, the North Hollywood Area has endured over 162 driving under the influence-related collisions.

Motorists approaching a checkpoint will see informational signs advising them that a sobriety checkpoint is ahead. Once diverted into the lane, motorists will be detained only a few moments while an officer explains the purpose of the checkpoint.

The sobriety checkpoint will be conducted in accordance with the guidelines for checkpoint operations in the Supreme Court decision, Ingersoll vs. Palmer. Traffic volume permitting, all vehicles will be checked. If volume becomes too heavy, vehicles to be checked will be selected by a pre-set standard (such as every 3rd or 5th vehicle) to assure objectivity.

The Los Angeles Police Department is well aware that placing checkpoints on roads with identified DUI problems and detaining drivers for a very limited time “helps to assure that the Department conforms to the Ingersoll guidelines. Sobriety checkpoints tend to reduce the number of drinking drivers on the road, even though arrest totals do not rise dramatically. A major value of checkpoints is their psychological influence.

Impaired Driving Targeted by Moreno Valley Police Department Checkpoint

The Moreno Valley Police Department will conduct a sobriety and driver’s license checkpoint on Friday December 11, from 6:00 p.m. to 12 a.m., in the City of Moreno Valley, where a significant number of DUI-related collisions and DUI arrests have occurred. Officers will screen drivers passing through the checkpoint for sobriety and for a valid driver’s license. Drivers found to be under the influence of alcohol or other drugs will be arrested, and unlicensed drivers may be cited and have their cars towed.

“DUI arrests can be embarrassing and expensive, but they’re easy to prevent,” said Police Chief John Anderson. “If you’re drinking, hand your keys over to a designated sober driver, or call a taxi or sober friend for a ride home. Don’t risk an arrest —or worse, a serious injury or even death.”

The purpose of the sobriety checkpoint is to reduce the number of hit and run and traffic collisions related to intoxicated drivers. The checkpoint will serve as a reminder to use designated drivers and not drink and drive. Our message is simple: if we catch you drunk, you will be arrested.

It is the Moreno Valley Police Department’s goal to continue providing public awareness on the dangers of drinking and driving and the laws concerning driving without a driver’s license. Motorists approaching a checkpoint will observe traffic signs, information and police officers advising that a checkpoint is ahead. Once diverted into a lane, motorists will be delayed a moment while an officer explains the purpose of the checkpoint.

Note: As an Orange County DUI Lawyer, I often present information about DUI checkpoints out of town. The following was sent to me as a press release from the Highland Police Department.

Highland Police Department Targets Impaired Drivers With Checkpoints

The holiday season is upon us. Plans are in place for parties, shopping and traveling to friends and family. However, each year motorists will be in harms way thanks to the careless ones who will drink and drive this season. In preparation for this, the Highland Police Department will be conducting several DUI/Drivers License checkpoints during this hoiliday season.

Beginning at 6PM on December 16, 2009, the Highland Police Department will join law enforcement across the state as part of California’s 18 Day Holiday DUI Crackdown Campaign with law enforcement agencies deploying 300 DUI/Drivers License Checkpoints statewide. Funding for the special enforcement campaign, December 16, 2009 through January 3, 2010 comes from a grant from the California Office of Traffic Safety (OTS) through the National Highway Traffic Safety Administration.

On Saturday, December 19, 2009 from 6 PM through 2 AM the Highland Police Department will have a DUI/Drivers License Checkpoint at Victoria Avenue and Highland Avenue.

“Drunk driving is simply not worth the risk.” said Christopher J. Murphy, Director of the California Office of Traffic Safety. “Violators often face jail time, the loss of their driver’s license, higher insurance rates, attorney fees, time away from work, and dozens of other expenses. So don’t take the chance. Remember, if you are over the limit, you are under arrest.”

Law enforcement encourages everyone planning a family gathering over the holidays to first think about how your friends and family will get home after drinking during holiday celebrations. Everyone is encouraged to “Report Drunk Drivers – Call 911″ and be ready to describe the vehicle, its location and direction of travel to make your community safer into the New Year. With everyone’s help, families won’t remember the holidays of 2009 as a time of loss at the hands of another drunk driver.

Another one will be held on Wednesday, December 30, 2009, from 6 p.m. to 2 a.m., in the City of Highland. In an effort to reduce the number of persons killed and injured in alcohol involved crashes, DUI checkpoints are conducted to identify offenders and get them off the street, as well as educate the public on the dangers of impaired driving.

A major component of these checkpoints is to increase awareness of the dangers of impaired driving and to encourage sober designated drivers.

A DUI checkpoint is not a proven effective method for achieving this goal, but substantial political pressure from groups like MADD, and federal funding for having checkpoints, make these attractive to law enforcement.

Traffic volume and weather permitting, all vehicles may be checked and drivers who are under the influence of alcohol and/or drugs will be arrested.
Funding for this operation is provided by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration.

San Bernardino Police Department Targets Impaired Drivers with Checkpoint

Traffic Sgt B. Birnbuam sent a press release to us, as Orange County DUI Lawyers, explaining that the San Bernardino Police Department will be conducting a DUI checkpoint on Saturday, December 12, 2009, from 6:00 p.m. to 2:00 a.m., in the area of Highland Avenue and Guthrie Street. DUI checkpoints are conducted to identify offenders and get them off the street, as well as educate the public on the dangers of impaired driving.

A DUI/Drivers License checkpoint is an effort to arrest persons suspected of DUI, as well as insuring drivers have a valid driver’s license. A major component of these checkpoints is to increase awareness of the dangers of impaired driving and to encourage sober designated drivers.

A DUI checkpoint is not a proven effective method for achieving this goal, with a conviction rate lower than 1% based on motorists stopped. However police agencies have substantial political pressure, from groups like MADD, and obtain a large amount of federal and state funding to run such checkpoints, which are then staffed by MADD volunteers, the San Bernardino Police Department believes motorists can be deterred from drinking and driving.

Traffic volume and weather permitting, all vehicles may be checked and drivers who are under the influence of alcohol and/or drugs will be arrested.
